iOS 27 Quietly Blocks LiveRamp, Permotive, Audigent Without Warning
iOS 27, released in mid-September, is unconditionally blocking data and identity vendors without prior notice, putting LiveRamp, Permutive and Audigent on Apple's initial block list.
The lockout surfaced during Advertising Week New York this week and pushed the programmatic ecosystem into what AdExchanger described as "buzzing madly like the inhabitants of an overturned beehive." Practitioners arrived at the conference expecting supply-path optimization benchmarks and retail-media roadmaps. They got an OS-level intervention with no API transition period instead.
What did Apple actually change?
Apple shipped iOS 27 in mid-September. Shortly after release, the new operating system began blocking data and identity vendors outright, with no advance warning to the vendors themselves. The original block list pulled in three of the most widely deployed names on the open web:
- LiveRamp — identity resolution
- Permutive — publisher-side audience data
- Audigent — identity and data platform
AdExchanger's reporting positions the block as the opening wave, not the final roster.
Why does the timing matter?
The disruption lands during Advertising Week New York, where thousands of buy-side, sell-side and technology-side practitioners gather in one venue. Conversations that would normally stretch across months of partner calls and quarterly reviews now play out on hallway stages and panel slots.
"Buzzing madly like the inhabitants of an overturned beehive," AdExchanger wrote, captures both the volume and the disorder of those exchanges.
What changes for practitioners now?
Three near-term adjustments are unavoidable for media buyers, planners and platform owners whose stacks rely on the listed vendors:
- Audit iOS traffic share across active campaigns. Identity-dependent frequency capping, attribution and audience modeling hit a hard wall on iOS 27 devices.
- Cross-check vendor SLAs. Confirm whether contracted identity partners have issued remediation statements or workaround timelines.
- Brief clients on delivery forecasting. Identity-layer losses on iOS 27 impressions will translate into under-delivery against planned reach and frequency targets.
The lack of a deprecation window marks the sharpest break with prior Apple behavior. Earlier iOS updates signalled restrictions in developer documentation, then phased them in across point releases. iOS 27 skipped that runway.
What's next?
AdExchanger frames the week as a live triage session. Vendors are evaluating re-routing options, alternative identifier frameworks and legal posture. Until vendor statements publish, marketers buying audience-segmented inventory through LiveRamp, Permutive or Audigent should expect reporting gaps on iOS-traffic impressions.
The full vendor response cycle, paired with any Apple clarification, will set the next chapter. For now, the opening fact holds: Apple's mid-September operating system update is blocking data and identity vendors unconditionally, and the programmatic industry is scrambling to regain footing.
